The Association of Certified Public Accountants in Public Practice (ACPAPP) through the  President of the ACPAPP, Mr. George V. Villaruz, appoints Mr. Garry Pagaspas, Managing Partner of G. Pagaspas Partners & Co., CPAs as Committee Chair for Taxation for the year 2016 to 2017.

Faced with the challenges and opportunities in the profession this 2016 due to the strong campaign towards the ASEAN Mutual Recognition Arrangement (MRA) signed last November 2014 by all ASEAN member states, the people working to strengthen every member of the ACPAPP are expected to contribute on elevating the members’ competencies and advancement.

ACPAPP’s chosen theme this year is: “Regional Integration: Right here, Right now”.

Peculiarities of the ASEAN MRA

  • The Ten (10) member countries of ASEAN includes Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam
  • Filipino CPAs and equivalent accountancy professionals of ASEAN member states may qualify to render accounting service across the ASEAN region
  • The title ASEAN Chartered Professional Accountant (ACPA) is created and being recognized in the ASEAN region
  • An ACPA who will be referred as Registered Foreign Professional Accountant (RFPA) can enjoy working in the nine ASEAN countries as consultant or employee of commercial, industrial or educational entities, or work as external auditor but in collaboration with designated external auditing firms in the host country. Note that the signing of an independent auditor’s report that requires licensing is not allowed under the present MRA, unless there is an additional bilateral and/or multilateral MRA for this purpose that will be entered into by two or more member states.
